إلتماس الإحسان العمومي means every request addressed to the public with the aim of obtaining money, products, especially through fundraising, subscriptions, selling badges, organizing, festivals, evenings, charitable events, for the purpose of financing a particular cause. Thus, إلتماس الإحسان العمومي may not be organized, carried out, or announced on the public road, public places, or in the homes of individuals by any person and in any way except with the authorization of the Secretary-General of the Government.
